When I was running an orc-based campaign where all the PCs played orcs, there was a great chance that they'd run into goblins, either as enemies or allies (or slaves, more likely), so I made this racial template. I wanted to make goblins a little different from what they were in D&D, but I enjoyed some of the cliches that they had. I mostly wanted the goblins to be more intelligent than they normally are represented, but have some bizarre compulsions. They're actually smarter than the orc template that I had made (although I might revise that in the future).
Goblin (11)
Attributes: ST-2 [-20] DX+1 [20]
Secondary Characteristics: Basic Move +1 [5], Basic Speed +1.00 [20], +2 FP [6], SM-1.
Advantages: Acute Hearing 1 [2], Blunt Claws [3], Night Vision 7 [7], Reduced Consumption 4 (Cast-Iron Stomach) [4], Resistant to Disease (+8) [5].
Disadvantages: Easy to Kill 2 [-4], Greed (15) [-7*], Impulsive [-10*], Miserliness [-10*], Shortened Lifespan 1 [-10].
Some Goblins also have Cowardice [-10*], Intolerance [-10], and Pyromania [-5*]. Wiser goblins have a greater control over their Impulsiveness, or buy it off completely.
This goblin can easily be made into a D&D goblin: lower IQ and perhaps shorten their lifespan even further.

Skills: Shortsword-13, Sling-12, Stealth-13.
